While I have never tried this or know of anyone who
has, one idea is to unscrew the valve on the inner tube (mounted in the tire on
the wheel), and get some Great Stuff expanding foam. The can has a thin plastic
tube that should fit into the valve stem. Inject quite a bit, with
the wheel on its side so the stem is up and open for air to
escape. You can then cut away any excess that may ooze back out after
it hardens. The main unknown is how well the foam will hold up. It will
definitely be lighter than concrete!
