I’m short of time at the moment – so I didn’t research this – but I seem to recall the use of insecticidal soaps in place of dormant oils.  I’m not sure they’re any better for the environment (see earlier discussions of surfactants and wildlife) but I don’t know if that’s why you’re avoiding petroleum.
