Somebody on the list - Donna Hudson, maybe?, had suggested a seedling
(crab?) apple rootstock - M.micromalus or M.hupahensis, maybe? That was not
favored by voles - don't know if one could make the claim that it's totally
vole-resistant.
But if that's the case, then you might want to consider searching out a
source for seedlings or clonally-propagated stocks to graft onto. Yes,
you'd be going back to square one, but if the voles won't eat them, then
you'd have a fighting chance, since you've fenced the goats away .
