Could also be a broken or chipped shoe finding a scratch in the drum and
jamming. Have to pull wheel and look at shoe and drum, reline all 4 if that
is the problem. Most trailer brakes are riveted linings. These can really
tear up drums and brake parts if they crack. I actually had a rotor on a
truck front axle loose a chunk-- tore up the pads and almost got the front
drive axle, hubs.
