My experience, helping to run a horse rescue, is that very few mounted
police units are looking for donated mounts. Those that are have very
specific requirements depending on their locale and deployment. If
someone is interested in donating a mount the best they could do would
be to search for Mounted Police units and then to contact them each
directly. Also be aware that once you donate an animal, unless you have
paperwork to the contrary, that animal becomes the property of the
organization it was donated to. They can do what they wish with it-
including sending it to auction.
Groups that do often look for donations are therapeutic riding schools.
However the caveat above applies here as well.
Once you donate a horse make sure you have paperwork stating that they
new 'owners' take full responsibility for the animal and that you make
no express or implied guarantees as to it's suitability for a particular
kind of work. CYA. But yes, donations are tax deductible.
