The issue, besides tracking every movement, is that horses are the only
animal that has to be individually identified by RFID or chip devices
implanted by a vet. Cows get ear tags (which fall off regularly) and flock
animals like chickens, sheep get no individual ID at all. If the NAIS is to
track a sick animal back to its source, it can't do it by identifying where
the animal came from because it won't know. The ear tag will surely be gone
by the time the cow is butchered and internally examined. And sheep
regularly test positive for anthrax in their wool.
It is a system without a design or a requirement that can be designed for.
