I've never
rigged a pannier so my question comes from complete ignorance. Why the 75# limit
(if centered) when a horse w/rider probably carries 200-400# with saddle &
gear?

Diane, where did you get your repelling harness with the back pack
straps?
We also have been looking at ways to transport our dogs by horse.
Our
Msar guys have worked with the smaller breeds (border collies) by
loading
them in a pannier on the pack horse. Of course to load a 60lbs or above
dog
would put a lot of weight on the pack horse as you have to balance
out
the weight on the other side. We try to stay at 75 lbs. total loaded on a
pack horse. But for emergency transport of an injured search dog the
pannier
