I don't agree.
The NASAR standards include hooks to NASAR's own fee-based
training and testing programs, thus their standards are in
fact not proper standards but rather are contaminated by a
marketing scheme. (Like Microsoft's certification programs,
which in the computer consulting industry are a sine qua non
for some and a joke for others.)
If an organization adopts a NASAR standard but does not use
NASAR's fee-based programs then either (a) the organization
violates its standard or (b) its standard is not the NASAR
standard.
