I do remember a bit of this, now that you mention it. At the time, I
wondered why in the world Reagan would support this, but that was about as
far as my attention went at the time ( I was working in graduating from
college in three years, with a double major).
Once you gave any amnesty, a precedent was formed. I get it now.

Reagan pushed through the IRCA (Immigration Reform and Contol Act) which
admitted that the government conceded that there was little they could do
about the illegals that were in the country at the time, so it made a quick
path
to legal status and citizenship for them all under the guise that this was
it. After that it was to be a no tolerance, iron-clad policy of cracking
down on employers and illegals and really, really enforcing immigration laws.
The first part took effect and put some several million anchor families in
place legally in the US.
The second part never took place. In fact it made the situation much, much
worse with the results we see today.
