Thrift stores have already found a way around that. All clothing that might
be for children is clearly marked, "Not intended for chidlren under the age
of
13." It doesn't matter that the garment is for 1 year old, lots of people
buy those for dolls. As long as there is a disclaimer, it passes muster.
