No way. Concrete is porous, which means it is saturated with all sorts of
pathogens. Also, the ground adjacent to the tank will hold the same nasties.
Even if you could clean it initially, and somehow even sterilize it- the
groundwater will force it's way back into the tank, recontaminating it. You
will be better off to collapse the lid and backfill it with rubble, stones
and dirt.
