Yup, most certainly is, Bev. The Southern states had already begun a
transition that included a lot of the large land owners pensioning off and
share cropping and various other forms of setting up slaves to become former
slaves with total freedom and a little chunk of land or into paid employment
or indenture where they earned their freedom. That was then made official
and written into their Constitution.
The North on the other hand was busy dumping their slaves. Most went to
large Dutch run slave markets in the islands. Some simply told them to take
a hike.
The war wasn't about slavery.
