Of course it is. The Confederacy knew slavery as an institution was
impractical and had to be transitioned out of.
When indentured servitude became
cheaper and more practical for northern factory work, the slave "property" was sold
mainly to sugar growers in islands. Most southern states already had laws
against more slaves being brought into the state.
