How about this--WalMart has super-deep pockets. Lawyers love to go
after deep pockets. If a customer were criminally abused in a WalMart
parking lot they might well file a claim against the company alleging
failure to provide adequate security. The cameras are a defense
against such a claim. And if operating properly, they might provide
law enforcement with evidence.
Also, WalMart stores have lots of merchandise sitting outside, from
landscaping materials to riding lawnmowers. A pair of daring thieves
with a fast truck might be tempted to liberate such things without
payment. They may well be dissuaded by the cameras.
