I've a lot of conspiracy theories, but won't get into my speculative
"why's". :-)
I've heard of people who actually keep small farm animals such as rabbits
and chickens in their basement. They just set up the area and keep it
clean. It would keep animals safe in case of looting, too.
My opinion is we will see more and more intrusive laws in the next few
years.
As a side note, I've recently heard that medicinal herbs are yet another
issue to be "managed" at the hand of government in the near future.
