It was the renewal of MFN status under B. C. that really opened the
floodgates. This meant that this wasn't just a temporary experiment of
"our" goverment. It allowed permenanent investment in shipping
facilities, long-term contracts, etc. Once these are in place it
becomes much more difficult to reverse the situation, because people
will have spent money up front.
In your state and mine, the person to blame for a car wreck is the
driver with the "last clear chance" of avoiding the accident, not the
person who caused the accident. In this way, if someone else does
something wrong and you have an opportunity to slam on the brakes to
avoid an accident, and fail to do so, you'll be the one charged.
