Most of Latin America allows simple antibiotics (and other medications)
to be sold over the counter. You go to the doctor for the stronger
stuff. Makes little sense to go to the doctor for some simple
infection. People probably don't over medicate due to cost issues. Here
the whole medical system encourages over medicating.
