When I worked for the city in wine country, the head honchos in our roads
maintenance department did a comparison with CalTrans to justify some their
ridiculous expenses (4 pairs of Levis, 2 summer shirts, 2 winter shirts, 1
jacket, 1 pair of boots per employee per year) and it was truely amazing the
waste!
When we bid out the bigger jobs, one of the first jobs we did when the
proposals came back in was look to see if they were folks that did a lot of
work for/with CalTrans. The reason, you could just about guarantee they
would be over budget and over time. We rarely accepted a bid from those
folks!
CalTrans is the poster child for "how many does it take to change a
lightbulb." AND, Schwartzenazi won't even look at any budget cuts for them.
He'll take money from libraries and hospitals and home health but don't even
think of trimming the lard from CalTrans.
