The answer to this is very simple: LOOK AT THE OT TEXT (as written!) and you will see right away how "exactly" it is used. As to the question of what is its composition, here it is: WA = BA, 'come, be', a variant of HAWA, and HAYA, possible forerunners of HU and HIY. Hence, WAYIGA$ = בא-היא-גש BA-HIY-GA$, with HIY referring to the performer of the act GA$.
