Yigal, I agree with you. "City of David" was what the fortress/citadel was called, rather than the entire city. However, this then seems to have taken on international significance with the king of Damascus referring to the "House of David", which I've argued is the Aramaic equivalent of "City of David", in the Tel Dan Inscription.
