I don't think that the three first consonants in the name ZBULUN is
the Hebrew root ZBL, but I grant you that the presence of L in the
root indicates that it refers to a lofty state, as in NPL and NBL.
The ancients were deeply religious (or if you want superstitious)
people and they named their children accordingly, no cutzi-putzi
names for them. They did not call a daughter Revital, (Rvi-Tal),
'Absorb-Dew', as do secular Hebrew speaking parents today.
I find the name Nofet-Li cute, kind like Yofi-Li.
