I think it may be more accurate to say that in some writing systems the
distinctions are not always made. B and P are not always distinguished in
cuneiform, that does not mean they were confused in speaking. You would
need to find a number of clear cases to support your argument that Hebrew
would confuse B and P in this way when taking words from another language,
particularly when it involves elements having B in Hebrew itself.

The point is that in going from one ancient language to another, B and P are
often in effect interchangeable.
