There are grammatical examples of verb-initial clauses without waw.
Niccacci and, later, Dawson (Text-Linguistics and Biblical Hebrew, JSOT
Supp 177, 1994, pp. 214-15) noted that direct speech cannot begin with
consecutive clauses (wayyiqtol or weqatal), but can begin with x-qatal or
