Michael E. Stone's 1997 paper The Axis of History at Qumrum http://orion.mscc.huji.ac.il/orion/symposiums/2nd/papers/Stone97.html
asserts the RSV translates Gen 49:10 as "The scepter shall not depart from
Judah, nor the ruler's staff from between his feet, until tribute comes to
him; and the obedience of the peoples is his."
The RSV however renders the third phrase as 'until he comes to whom it
belongs.' Other common renderings are are 'until Shiloh comes' or similar.
Is there any reason to translate the phrase as Stone has done so?
