The verse in question, which has parallels in Habakkuk 3 and Deut. 33,
need not necessarily refer to the Sinai theophanym but to the origin of
Yahwistic religion in the southern, mountainous areas of Palestine.
Edom, Paran and Sei'r are menrtioned as well as Sinai.
I seem to remember a New Kingdom Egyptian text mentioning YHWH or YHW'
in Edom. Can anyone confirm (or refute) this?
