I'd guess that this would be a better possibility for a means of
transmission of a hypothetical written culture in a nomadic situation. (I
see too many problems generally in the maintenace of a literary tradition in
nomadic societies.)
I haven't got any idea when the practice started. (I do remember that we
call a variety of this, "parchment" from "Pergamon", which I gather
indicated when that practice developed, ie during the history of Pergamon.)
