I don't know how, but I stumbled over this spell through libcap failing.
It found headers from linux-pam-headers but not the PAM library... thus
broke the build.
No idea why I had linux-pam-headers cast anyway, but looking at this
spell really raises the question if it should (still) be there.
Deprecate?
IIRC, some packages (such as openoffice) can use the linux-pam-headers to build, for those whom don't want linux-pam itself installed and taking over their system.
