I think it would be useful to make notes of these things. There is
some debate over what should be encoded directly in the policy. As
an alternative I suggest a third unofficial document where remarks and
noted interpritations are kept.

As another example: that issue votes may make decisions in the
absence of a component lead (such as approving the release of a stable
grimoire). The policy allows for this regardless, and you argue its
unnecessary to add the special explicitly.

These remarks and interpritations are not always obvious to those less
politically inclined. It would be helpful to record them somewhere
more permanent and central.
