Self-reply for honesty's sake, the relevant sentence of SC 1 says:

"We will support our users who develop and run non-free software on SMGL,
but we will never make the core system depend on an item of non-free
software."

There is definitely a reading of that which would remove otherwise free
software to z-rejected. Terms we need to define to make this all clear
enough include: support, core system, depend, non-free.
