Many of these pesticides such as picloram remain active in compost for many years Doug. No matter at what temperature the composting is done.
Most of these pesticides enter a place by buying in hay, silage or straw. You feed it to your animals and you compost the manure resulting for a year or longer and if you are unlucky enough your garden will not grow many vegetables for up to ten years after applying the compost.
The same can happen when you buy professionally made compost.
So I usually do a test by mixing said hay or straw or free manure with my own seed compost. Water well and put in tomato seeds with known germination rate. Incubate at fairly high temperature and watch the seedlings for a week or longer. Unfortunately that is not always possible. Many times you have to decide on a purchase at the speed of sound.

It might be handy for the manufacturers of herbicides which are
transmitted in manure; a pre-emptive strike.
