It might be handy for the manufacturers of herbicides which are transmitted in manure; a pre-emptive strike.

FDA's own estimates show that the typical produce farm with less than
$250,000 in sales will spend 6% of sales to comply with these proposed
regulations. FDA also acknowledges that the rules will significantly
reduce the number of new farms in the US, and discourage new food
businesses from opening. Unfortunately, the rules are unlikely to
result in comparable reductions in foodborne illness.**A US Department
of Agriculture analysis concluded there was no evidence that FSMA-like
food safety procedures actually prevent disease. It is no wonder that
all the state departments of agriculture in the US have unanimously
called for FDA to dump the proposed rules and go back to the drawing board.
In short, FSMA will dramatically change the way you use manure and
compost <http://www.carolinafarmstewards.org/fsma-issues/#manure>,
irrigate your crops
<http://www.carolinafarmstewards.org/fsma-issues/#water> and conserve
wildlife habitat
<http://www.carolinafarmstewards.org/fsma-issues/#conservation>. It’s
important that the FDA hear from farmers and others about the impacts of
this legislation.
