Bill Mollison wrote that book. He complied the research and got the
illustrations together and did all the exceedingly difficult things it takes
to get a book published. The ideas, however, aren't his -- at least not any
more, if they ever were, since the permaculture movement could go on without
Mollison and has made a lot of progress since the 80's. But those words are
his words; he wrote that book and he deserves whatever the market will give
him.
If Evan is so interested in Fair Share, then he should write his own
permaculture manual and license that under a Creative Commons license. Then
he can give that away for free instead of stealing someone else's work.
