While trees should not be planted onto the dam wall, you can safely plant
into original (undisturbed) soil either side of the wall.
BTW too much shade will reduce productivity - it's solar energy that drives
the system especially in the littoral zone (edges 0-5ft depth).
Perhaps some floating swamp gardens might be the go to help keep
temperatures cool in summer and make sure the dam has enough depth for a
deep cool water layer.
