I think you're talking about different things. What I call a "U-Lock,
e.g. as manufactured by Kryptonite, is a 1/2" hardened carbon-steel
alloy shackle; it's not cuttable by any bolt cutter I know of, at
least when wielded by a human being.
Angle-grinder, yes. Bolt cutter, no.
