Contrasting this legislation with the current law in PA leaves a lot to be
desired. The definition of a police animal is not broad enough to protect
other than arson and patrol dogs and SAR dogs used by law enforcement.
Also, restitution is not included as part of the penalty, leaving a handler
to try to collect in civil court, possibly years after the fact.
NJ SAR organizations should advocate for protections for both animals and
handlers/ SAR persons and recognition as emergency responders.

MSAR folks in New Jersey,
New Jersey Assembly members Nelson T. Albano and Matthew W. Milam
are introducing a bill to expand legal protections for service dogs
and other animals:

The language could be expanded to cover horses used by civilian
volunteers for search and rescue, similar to the way it covers SAR
dogs.
