Stepping back a pace in favor of "big picture" stuff, I anticipate a lot of questions along these lines in the near future.  Everyone is trying to figure out answers to "what can I do under GAP?" or "what can I do under FSMA?".  But consider the question as it was posed:
1) no specifics in terms of actual substance intended to be sprayed 
2) no info in terms of timing of spray in relation to harvest (ie, 30 days prior to harvest, etc)
3) no details on the exact crop and where it was going (direct sale to consumer, institutional sales, farmers market, across state lines, wholesale, etc)
4) no details on whether the farm in question is wanting GAP certification, already GAP certified, and/or impacted by FSMA

The above questions MUST be specified first before anyone, here or elsewhere, could provide the answers on whether it's allowed or not.

Also, the original question didn't mention FSMA, but that might be the more relevant question to ask.  If the farm in question has yearly sales revenue below a certain threshold, and/or sells primarily direct to consumers, then GAP and/or FSMA rules may not apply.  But that question needs to be answered first, so that the farm knows what rules are or are not involved.   Once that's been answered, then the best course of action would be to answer the rest of the particulars listed above, and present those detailed questions in one of the many workshops being held around the country for GAP and/or FSMA compliance.  Getting an answer direct from the folks who are implementing these rules and inspecting farms in your area, would be the single best source of information you could ask for.  Because those are the folks who will be checking up on your operation later.  But be aware that FSMA details are still being worked out, and even the regulators don't know all the answers yet.

I can tell you one thing, you don't want to get that fish anywhere near anything leafy.  Yikes.  I'd assume the same would hold true for anything like tomatoes, peppers, eggplant, once they begin fruiting.  I use it a lot for transplanting, and for drenching onions, garlic, etc, but don't spray it.  I think you're better off with a good soil test and paying attention to what's going on in the ground...

    Not sure yet.  I've heard of folks using a variety of materials from
mineral sulfates of various sorts to various organic materials like  liquid
fish.

    Yes, no toxic or organic materials.
