I would second Andy's recommendation of Kuhn tillers.  I've only had mine for 3 years but it has been great.  Unlike Andy, I haven't had to replace the tines.  But my real reason for chiming in is to highlight Andy's description of the thorough inspection of the used tiller.  Used tillers can be really beat-up and worn-out...that is often why they are on the market.  Because I lack the time and knowledge to evaluate used equipment like that, I bought mine new.  When comparing new versus used you are often balancing/trading money for your own time and tinkering and buying parts.  I suspect most on this list are well aware of that dynamic and the pros and cons.

Also, speaking of equipment, ATTRA is holding a free webinar on small scale tools this Thursday, Oct 25 at 11:00 MDT

"Our October 25 webinar, "Tools for Small-Scale Crop Production" will focus on tools and techniques for small-scale crop production. National Center for Appropriate Technology (NCAT) Agriculture Specialist Andy Pressman will discuss the importance of investing in high quality and well designed tools and their use for properly planting and maintaining crops. Participants will learn about tools for direct seeding as well as how working correctly with tools can increase efficiency when hoeing the long row. Andy also will provide information on maintaining tools and resources for tools for small-scale agriculture."
