I had trouble getting my carrots to germinate last year. I found that constant moisture was important and that soaking seeds in water over night before planting helped. It may also be helpful to roll the bed or tamp it down with a board after seeding. I think that rolling in the seeds helps to keep them from getting washed out if it rains during the 3 wk germination period.
