I put in benches 20+ years ago that are still working well using dog-fencing with small fence staples holding it down. Then I put chicken wire over that, stretching it tight and stapling it with a staple gun and heavy staples. The dog fence provides a strong base and the chicken wire fills the gap in the dog-fencing. It was cheaper than hardware cloth back then, not sure it is now.
