Joan,
I have the same problem here- but not in power line right of way. I have
poplar, sumac and sassafras sprouts coming up all over an area we leave as a
meadow/natural area. I have decreased their numbers and vigor by mowing/bush
hogging.
It takes a regular cutting- about once a month- the first few years, but I'm
down to twice a year now. I don't know of any other way, besides goats, to
keep these from sprouting from the roots and new seeds each year- given that
we
don't want to spray poisons.
