"Currently, the USDA is promoting a program, under the direction of Homeland
Security, to micro chip and mark every single animal in the US. (I'm talking
even the grandma that has one laying hen in the backyard.) Their goal is 100%
mandatory compliance by 2009. They're deceiving people with saying it's
voluntary, however, they're not telling them that in their strategic plan,
it's mandatory in 2009, with not only fines of 1,000 per day per infraction,
but also one would become a felon and do jail time for non compliance. Our
US federal code was also just changed, as of 4/21/06 allowing them to come on
to your property and even destroy your animals WITHOUT a warrant. Another
alarming factor is the collaborative partnerships that are involved with this
program. Every bureaucracy that you can think of will have a carte blanche
access to your home and property under US code title 7 chapter 109."

<USDA AWARDS $11.64 MILLION TO STATES AND TRIBES FOR A NATIONAL ANIMAL
IDENTIFICATION SYSTEM
In August 2004, USDA announced the selection of 29 state and tribal
projects to receive a total of $11.64 million to advance the national
animal identification initiative. APHIS will distribute the funds
through 29 cooperative agreements. States and tribes can use the funds
to register premises through a standardized system provided by APHIS
or through other systems that comply with NAIS data standards. Besides
registering premises and establishing necessary data transfer
procedures, many states and tribes will also conduct field trials or
research in order to test and fine-tune ID technologies and collect
animal movement data.
State and tribal plans include collecting intra- and interstate animal
movement records electronically; integrating data collection
technologies at livestock marketing facilities and processing plants;
tracking livestock imported from other countries; and electronically
collecting animal movement data as livestock are loaded on and off
trucks and trailers at their ship-from and ship-to locations.
APHIS received more than 40 applications for animal identification
cooperative agreement funding. >

those who have not registered may have either not gotten around to it,
or may have philosophical differences with the concept. Over and above
those issues is the opportunity to financially benefit from the
identification program. If you produce good meat animals, and someone
wanting such a product will compensate you. As another pundit once
said, when you have lemons, make lemonade.>
