Doesn't have to be tropical, only a rain forest at higher altitudes that derive a lot of their moisture from clouds. Redwoods at higher altitudes are considered cloud forests and get the majority of their water needs from needles absorbing moisture from fog/high clouds.

Can you explain what a "cloud forest" is?

I believe a cloud forest is a tropical high-altitude forest that derives
substantial moisture from almost constant cloud conditions.
