It probably won't hurt much to have a dry top layer of cedar chips, but it does make it a hassle to apply compost or manure. I just probably would not bury these cedar chips with any new mulch, as one would if trying to build soil from the old mulch, but scrape it to the side temporarily before adding new stuff.

Good to know, thanks. I will change my ways this year. I have put cedar
chips on lots of plants (including my strawberries) in the front of the
house to make the beds pretty. Oops.
