Gerd Luedemann claims that Paul was a Roman citizen -- see for example _Early
Christianity According to the Traditions in Acts: A Commentary_ (ET, London:
SCM, 1989), pp. 240f. I am inclined to think that if Luedemann doesn't doubt
it, then there must be something in it : ) . However, he refers to a
comprehensive study of the question in W. Stegemann, "War der Apostel Paulus
ein roemischer Buerger?", ZNW 87 (1987), pp. 200-29. Stegemann argues
(apparently) that the author of Acts concluded from Paul's transportation to
Rome that he was a Roman citizen.
