One possible solution for making the BY-SA license compatible with the GNU FDL and vice-versa, provided it goes into this particular versioning:

The BY-SA license's sharealike provision will say that it's okay to re-license derivatives with the BY-SA license OR, in the case of written documetns, with the GNU FDL, BUT, if licensed under the GNU FDL, those derivatives must also be licensed under BY-SA -- thus dual licensed.

Same thing in reverse for the FDL.

Not perfect, given some differences between the licenses, but might do the trick.
