I think Isa 28.28 is referring to how you make bread, looking at it as a finished product—that is, 'bread-making involves grinding', or 'bread is a ground product' (ground = grinding).

Is Isaiah 28:28 a figure of speech then?  It seems that most translations and the commentaries I have translate it something like grain for bread.
