You might check with Indiana Berry Company.  I think they do bulk and bare root.  Not sure if their prices are in the range that you are looking for.  Coming to the end of their shipping season, so don't delay.

Evan, I've gotten 2-3 foot seedlings in bundles from both Musser
(http://www.musserforests.com/) & Schumachers
(http://www.schumachersnursery.com/) that fit that description.  I've
never seen blueberries in cheap bundles but all the rest of what you
list I've gotten.
