I have occasionally had a plant that did this in past years but I just jerked it out and went on. These plants have enough vigor to grow out the few fruits they did set to decent size but after that they will be toast. They looked great, then stopped growing pretty much. I thought maybe starving because they are nearly drowning, or maybe some kind of weird herbicide damage, then I thought blight. Don't have a clue. They too seem to be setting the first cluster just fine, I've even had some normal ripe ones but the crop as a whole will be a loss, I think. I suspect as you mentioned nutrients have leached out, and/or they just need to dry out and get some air to their roots.
