[b-hebrew] Was the NT for public consumption?

This difference is a fairly recent development.  In antiquity, they were virtually equivalent, 
partly because people were much more adept at memorizing what they heard than we are in 
the post-printing-press age.  So the difference you posit is anachronistic.
