I disagree. What else could it be about?

How is it clear? It is not clear to me. In fact, I don't see where it is
stated who has condemned him. I assume that if there is condemning
to death, then it is by the authorities, and since the only authorities
were the Persian ones, there you are.
In my opinion he is Jehoiakin who suffered on behalf of the Jewish
nation under first the Babylonians and then the Persians. The poet
views him as suffering for the sins of the entire nation.
